The Secretariat of the Pacific Regional Environment Programme (SPREP) has been charged by the governments and administrations of the Pacific region with the protection and sustainable development of the region's environment.
SPREP is based in Apia, Samoa, with over 70 staff, comprised of 21 Pacific island countries and territories and four developed countries with direct interests in the region.
Its activities are guided by its Strategic Action Plan 2011-2015 that establishes four strategic priorities: climate change, biodiversity and ecosystem management, waste management and pollution control, and environmental monitoring and governance.
Their leadership in sustainable environmental practice promotes and encourages responsible economic growth for the future.

Their stated mission is to “support and advance, through sustainable sound management of limited resources, the economic development and self-sufficiency of the State of Yap.” They manage and liaison between both private and public sectors. They promote self-sustainability and economic growth in agriculture, commerce, and industry. They manage, conserve, and develop marine resources. They survey and map land property for the government and public. They also provide workforce training opportunities in order to augment Yap’s existing occupational structure through their Workforce Enhancement Division (WED).
Their responsibility for sustainable economic development puts them in a prime position to impart ecological knowledge and responsibility for the island of Yap. Their efforts will heavily influence the status of Yap’s biodiversity for the future.

The Yap EPA has the power and duty to control and prohibit pollution of air, land, and water. It has legislative power, and the ability to accept appropriations, loans, and grants from any government body, agency, and source public or private. It establishes criteria for air, land, and water use. It administers, oversees, and modifies any programs as necessary to accomplish meeting air, land, and water resource criteria. It also oversees pesticide use and a permit system allowing the burning of any property or discharge of pollutant into air, land, or water resources. It submits annual reports and impact studies available to the public.
Their directive and agency directly affects the state of Yap’s natural resource status, and their efforts will continue to forge a path towards sustainable development.
